Managers/Administrators can designate groups of people to use computer at 100% of its capabilities (with windows desktop, internet, all installed programs, etc) and also people (groups of people) with limited access to the windows desktop.

Users with limited access will not see the regular windows desktop and all windows functions, instead, they will only see a few programs they are authorized to run. This is a perfect way to achieve two goals:
